I was in Beijing last year at this time when they ran a trial of this program. The air was cleaner but that was no surprise considering the number of cars off the road. But there was also a tropical storm in southern China at the same time which may have helped clean things out a little.

They started a human-rights ban many decades ago and that still hasn't cleared the air. Seems that if they really wanted to clean things up they'd ban torture, lead paint, imprisonment of people carrying the dalai lama's picture, human-organ sales, et cetera.
