That's just downright weird. Turn a blind eye to one kind of smoke but not another??????

  So, you see no difference between the smoke from a smoldering tire and oil fire, and the smoke from a scented candle?

    There was only two kinds of smoke mentioned in the article. Marijuana smoke versus tobacco smoke. Both are recreational drugs.
    No where in the article does it mention a ban on smoldering tires or oil fires, but I hardly think that either of those smokes can be considered recreational in nature.
