There were less that 5000 votes total. So if a recount found that they were 14 votes off and Hillary won by 7, that would change nothing. They still evenly split the 4 delegates at stake. The recount would need to give one of them a 500 vote advantage to change the delegate count at all.

If the count was off by over ten percent, they don't just need a recount, they need to convene a grand jury.
