The "cap-and-trade" solution to climate change is my new favorite thing. Recently hawked by presidential candidate Barack Obama, such legislation would charge companies for their greenhouse gas emissions. It would also put a cap on how much they could vent into the air. "If you're going to pollute," the proposal seems to say with a wagging finger, "well then, by God, we're going to make you pay for it!"

      Whoa. Not surprising. In D.C. in the summer, whenever the temperature is at a certain high level the buses become free and people are encouraged not to exercise outside.

          While Obama's plan may not be flawless, its better than what the others have introduced who are running for president. At least the ones who stand a chance at becoming president. Most of his competition hasnt even put forward a plan yet. They are still at the talking points and useless rhetoric stage.

              Actually, I would encourage you to look closely at John Edwards' plan. He's talking about great stuff: effective emissions caps, "Green collar" jobs, alternative energy. I'm encouraged by his platform.

            Under a cap-and-trade plan, companies that produce carbon dioxide and other greenhouse gases receive or buy credits that give them the right to emit a certain amount. Companies that emit less carbon than their credits allow can profit by selling any excess credits on the open market, while those that exceed their emission allowance have to make up the difference or face heavy fines.

            Obama's plan would require all credits to be purchased at auction, rather than allocated by industry -- a move his campaign said would ensure that all polluters pay for every ton of emissions released.

            And what new Federal bureaucracy is going to measure and track this?

            What is to stop a company from buying their credits and simply passing the costs on to the customer?

            Wouldn't it be smarter to put money into new technology which would reduce pollution instead of allowing companies to purchase credits?

              Hocus-pocus nonsense that will add another layer of cost for everything we have to buy. Our cost of electricity will increase dramatically.

              It would greatly reward utilities with old coal power plants.

              There are better solutions.
