GWB is currently conducting combat operations without the formal consent of Congress. It could also be argued that since we are not, technically, at war with anyone that suspending Habeas Corpus is unconstitutional. Certain "Presidential Orders" could also be considered contrary to his oath to uphold and defend the Constitution.

As far as habeas corpus, I assume you mean US born detainees at Gitmo. When the President declared suspending habeaus corpus for these detainees there was NO standard law declaring it illegal. Now there could possibly be and I would assume Bush will follow the law on what the Supreme Court decides.
So, no law against it before = no grounds for impeachment.
If he does it after it becomes a law, then you may have basis for your argument, but as of now you don't.

There is oversight of the prisons by the house and senate intelligence committees. Those committees have oversight authority (and responsibility).

I'm pretty sure the 5th amendment covers the part about being held without due process. Also the 6th. And the 14th. So, yeah, there IS a law. The supreme law of the land. Just because GWB may not want to acknowledge that, doesn't mean the rest of us don't. And, here's a quote right from our Constitution (Article 1, Section 8): The privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.
