Detectives investigating the murders of five women in the Ipswich area have made a second arrest.

      A Special Constable is a law enforcement officer who is not a PERMANENT member of a police force.Rather they are a member of a VOLUTEER police auxiliary. and support their local police force.

      'Specials', as the Special Constables are known, come from all walks of life - they are teachers,taxi drivers, accountants and secretaries - and they all volunteer a minimum of four hours a week to their local police forces, forming a vital link between the regular (full-time) police and the local community.

      At first, they are asked to spend some weekends training. Later they will take part in regular evening and update sessions working through the national training curricula.

      They must be thoroughly grounded in the basic aspects of police work before they can begin to carry out any police duties, so they are trained in police service, self defence, powers of arrest, common crimes, and preparing evidence for court.Once they have completed their training, they have the same powers as a regular officer and wear a similar uniform.

        **GASP** I wonder if he (first suspect-Tom Stephens, 37) was on Myspace as a volunteer special constable to help the local police dept. weed out imperceivable nefarious offenders? What else is conspicuous is he does admit to knowing all 5 of the victims,but claims no wrong doing. I wonder if he met them through Myspace or another huddle site. A couple of the women were friends. I'm glad to hear they have seized his laptop-pc and cell phone.

        What gets me is these 24 hour news channels, BBC News24, Sky, CNN, France24, Fox News (oops sorry don't know how Fox got in there) latch on to every and any bit of news or non-news.

        A neighbour saw police arrive at 5am quote 'there were loads of them, police cars everywhere' well what would you expect. 'He came out all covered out' big deal. 'He had a big nose' is this a slight against the French. 'The media are concerned about all the media attention' ironic that one!!!!!!

          Prostituion should be legal every where and heavily monitored. It would cut down on these ladis turning up as victims for these killers so often. Even in a fairly civilized country like England the safety of those on the fringes of society is clearly a problem

          if we are to believe the reports that tom stephens was familar and friends with the girls in question i'm not certain whether legalisation would have helped.

          Not that I nesc believe that legalisation would be bad but in this particular case I'm not sure whether it would have helped
